The entire "criminal system" here is a frigging joke.
Your error was likely in releasing them for too cheap to the general populous. Keep in mind that if you make them available to anyone, then they are also available to the friends and alts of the individual in question. I myself am willing to pay up to 10 million on my own killrights, and will activate them with an alt and destroy my own Ibis. Anything cheaper than that and I just laugh at my victim.
Killrights DO have a use, you just have to learn to use them properly. For example, let me tell you a story, I'll omit the names for the sake of OPSEC.
Some guys we consider to be our enemies were at war with a corp and killing a tower, we patiently waited for the tower itself to pop, and then warped in with our own freighter and started unanchoring and stealing modules. (This was in HS) One of their pilots took a disliking to this and fired on our freighter, getting his drake concorded, much to our amusement. We continued stealing as many modules as we could while they tried their best to bump the freighter away. We didn't get much isk wise, but the frustration we caused was awesome to see in local.
Well, a few days later, we ran some locator agents, and sent our a scout. To our surprise the Drake pilot was mining in a hulk. A few minutes later, our freighter pilot lands on him in a bestower, locks him up, activates the kill right and points him. This was very much intentional, and the bestower was brick tanked (as best our poor little freighter pilot could manage anyways). Seconds later a small flock of mallers land on him and make short work of both his ship and his pod (think he had +3's or something). Turned out the warp disruptor wasn't really necessary as he was VERY afk, it was 15 minutes before the Orca and other mining barge warped off.
So you see, killrights are FAR from useless. They just aren't a guaranteed path to ultimate revenge.
